Neither element in this pairing is properly a municipal emblem of Tokyo: Mount Fuji straddles the border of Shizuoka and Yamanashi prefectures, roughly 100 kilometres southwest of the capital, and the rising sun is a national motif, appearing on the Hinomaru flag adopted formally by law in August 1999 and on the naval ensign used since 1889. Both were fixed in visual culture by Edo-period woodblock prints, notably Katsushika Hokusai's "Thirty-six Views of Mount Fuji" of about 1830-32, which included views from Edo itself. Tokyo's own official symbols are the 1889 metropolitan mark and the green ginkgo-leaf emblem approved in June 1989. It cannot be verified that Mount Fuji with a rising sun is genuinely a symbol of that city specifically.
